It seems like network cultures grow and adapt according to a common set of rules that are embedded into the knowledge and behaviors (DNA/instincts) of its agents.  To thrive in the network, its participants must communicate within specific boundaries to that network.  Everyone has to agree on certain principles.  Who decides which ones are proper?  Should the majority win?
